I have a court order signed in June of 1994 dismissing my child support order based on the fact that the biological mother never had our daughter after birth. The maternal mother testified in my behalf and reluctantly the Allegheny Court threw out my child support based on the evidence I presented. Because the mother was on welfare and still is, I am forced to pay the balance due to welfare. I have appealed several times for Philadelphia County to drop the support as order by Allegheny County, however, they have refused to do so citing that I owe them even though I established that the mother was receiving benefits unjustly. Thus every time I file for my tax return it is zapped because of the balance due to welfare.

Not to mention that Indiana has granted me sole custody of my daughter and after notifying department of welfare that it was pushed off as too bad basically there's a balance due and I have to pay it. I am not responsible for the balance and the mother should be made to pay but as you say on this site and it is true, the mother gets by while the father is made the escape goat. Plus the fact that the mother is a noted crack cocaine user and that was established in court as recent as January 2000 when the mother tried to sue for custody and child support and lost. Indiana, the state I now live, retains jurisdiction and will not grant custody to the mother.

Until today I felt hopeless that Philadelphia County could do whatever they want! I find it appalling that a department can decide how they wish to proceed even though a court order has been issued.
