February 11, 2004 Robert G. Kearns, Jr. RR#3, Box 254A1 Hollidaysburg, PA 16648 Dear Mr. Kearns This is in response to the two impeachment petitions you resubmitted to the House of Representatives. The impeachment petition regarding Judge William Henry does not have to be resubmitted, since you sent the petition to us in 2003, and this legislative session covers the years 2003-2004. The petition for impeachment for Judge Carpenter does have to be re-filed and will be referred to the Judiciary Committee. Any further correspondence regarding this matter should be directed to the Committee. Upon review of this impeachment petition, it is my opinion this matter would be more appropriately sent to the Judiciary Conduct Board rather than submitting this petition to the House of Representatives.
