Dear Ms. Miles,

I beg to differ with your interpretation of IRS regulations. Please call the IRS and you will be advised that their memorandum is currently the law.

The reason I pulled down the 1999 memorandum was to provide you with some evidence of the facts. You can even read this in the IRS's publications that defines the dependent exemption. As it states, people who have never married DO NOT use the same test that others must use. This is another example of the Comm. Of PA's bias towards NCP. Don't these thieves get enough of our money? If you will not look into this injustice and rectify the problem. Then please provide me with the names of the committee members and I will do so myself. I understand that you are in the middle of this abomination that you did not create. I am sorry that the proverbial end of the line stops at your door step. However, somewhere in the system the untwisted truth must come out. Once again, I thank you for your time and would greatly appreciate it if you would rectify this problem. Thank you.

Sincerely,

Sean C. Rafferty

Dear Ms. Miles:

I hope that you had a wonderful Christmas and New Year. A few weeks ago, I forwarded a letter to you from the IRS in regard to people who have never married. The letter states that the support test generally used for the dependency deduction does not apply to people who have never married. Hence, the NCP is entitled to the deduction if he pays more than 50% of a child's support.

Since the master's in Chester County don't seem to know how to follow the law. Can the committee change this in the upcoming recommendations? The system steals enough from NCP's, so we should at least be allowed to receive the tiny bits that the feds throw us. And since its federal law, the National Supremacy Clause should force PA to obey the law.

What can we do to correct this problem? As always, I look forward to your response.

Sincerely,

Sean C. Rafferty
