Ms. Miles,

I would like to make a suggestion for your review for Recommendation 67.

If you committee insists on using income shares vs true expenses to raise a child, then may I suggest that you require that the income shares be READJUSTED after child support is paid.

The problem being that you have X dollars on the first of the month. He pays child support. Now income is X-CS. The recipient now has Y+CS. Next an additional expense is incurred whether being medical, child care or activity expenses. According to your policy, the income shares model assumes the incomes are still X and Y...but that is not the case. At this point, after CS is disbursed, income shares should be readjusted to reflect the actual income of the parents. I have done a quick example for you to see the logic in the attached spreadsheet.

Unfortunately, you can't be expected to pay a percentage based on funds that is no longer available, due to paying the child support obligation.

I think this is a very fair and reasonable observation.
