Dear Ms. Miles,

I am disappointed that people such as myself were not allowed to attend your Philadelphia meeting. No wonder there is so much anger against the system. Your group meets in private, and then we have no opportunity to rebut what is said. Perhaps, if the federal government didn't reward the states for stealing from NCP's, this whole problem would be nonexistent. I wonder what the group has said in private that NCP's shouldn't hear? I can assure you that we will vigorously challenge recommendation 67 this time around. It would behoove you to take a look at the cost shares model. It is fair and accurately reflects what it cost to raise a child. Besides, its my business how I spend my money and

not the governments. I guess obtaining a copy of the minutes from your most recent meeting would not be allowed? If they are available, as they should be under PA law. Then please advise me what I need to do to obtain a copy. Once again, I understand that you are in a difficult position. However, you have the power to end these constitutional violations that are perpetrated by this system every day. I hope you have the intestinal fortitude to do what is right. Take care.
