I will share your comments with the committee. However, most income shares models use average medical, child care and other costs and include those figures in the schedule. Pennsylvania takes those out of the schedule and apportions actual costs. Since the model is based upon percentage of income, the parties' respective proportionate share based upon their incomes is applied both to the basic amount in the schedule and any additional expenses. This is consistent with those models that include the average costs in the schedule. In addition, the amount in the schedule is for basic needs. If you recomputed incomes as you suggest, adding and subtracting the amount of basic support from the schedule, the obligee would, in essence, be paying a portion of the added expenses with funds that are designated for basic needs.
